Pre-treatment Program:
The City of Princeton implemented its Industrial Pretreatment Program in
1987 in compliance with Federal Regulation 40 CFR Part 403. There are about
25 industries in and around the City of Princeton which discharge industrial
wastewater to the Wastewater Treatment Plant. Six of these industries were
required to obtain a discharge permit from the Pretreatment Coordinator,
which allows us to monitor them on a regular basis. The Pretreatment
Coordinator communicates with all regulated industries under our observation
on a regular basis and informs industries of the importance and reasoning
behind the pre-treatment program, permit requirements, effluent limitations,
and spill control plans/slug discharge plans.

GENERAL PRETREATMENT REGULATIONS FOR EXISTING AND NEW SOURCES OF POLLUTION
Objectives of general pre-treatment
regulations. By establishing
the responsibilities of government and industry to implement National
Pretreatment Standards this regulation fulfils three objectives:
(a)
To prevent the introduction of pollutants into POTWs which will interfere
with the operation of a POTW, including interference with its use or
disposal of municipal sludge;
(b)
To prevent the introduction of pollutants into POTWs which will pass through
the treatment works or otherwise be incompatible with such works; and
(c)
To improve opportunities to recycle and reclaim municipal and industrial
wastewaters and sludges.
National pre-treatment standards
specifying quantities or concentrations of pollutants or pollutant
properties which may be discharged to a POTW by existing or new industrial
users in specific industrial subcategories will be established as separate
regulations under the appropriate subpart of 40 CFR chapter I, subchapter N.
These standards, unless specifically noted otherwise, shall be in addition
to all applicable pre-treatment standards and requirements set forth in this
part.
(a)
Category Determination Request — (1) Application Deadline. Within 60 days
after the effective date of a Pretreatment Standard for a subcategory under
which an Industrial User may be included, the Industrial User or POTW may
request that the Water Management Division Director or Director, as
appropriate, provide written certification on whether the Industrial User
falls within that particular subcategory. If an existing Industrial User
adds or changes a process or operation which may be included in a
subcategory, the existing Industrial User must request this certification
prior to commencing discharge from the added or changed processes or
operation. A New Source must request this certification prior to commencing
discharge. Where a request for certification is submitted by a POTW, the
POTW shall notify any affected Industrial User of such submission. The
Industrial User may provide written comments on the POTW submission to the
Water Management Division Director or Director, as appropriate, within 30
days of notification.
How to Comply
This compliance tool is intended mainly for coating facilities that
discharge wastewater to a city sewer system (referred to as publicly owned
treatment works, or POTW). These coating facilities are termed indirect
dischargers. If your facility discharges to a water body (stream, river,

Process wastewater
is frequently generated from cleaning, phosphating and other surface
preparation steps associated with coating operations. Also, many paint
booths generate wastewater. If your coating operation discharges process
wastewater to a
POTW, then you have
specific responsibilities that are defined in the
Clean Water Act and
its associated regulations. Existing coating facilities that discharge
wastewater should already be in compliance with these regulations.
New sources
must comply with these regulations before they begin discharging wastewater
from manufacturing operations.

Definition:
The term Publicly Owned Treatment Works or POTW means a treatment works
defined by section 212 of the Clean Water Act, which is owned by a State or
municipality and is used for storage and treatment of municipal sewage or
industrial wastes.
