Sewer Use Ordinance:
In 1922 the Sewer Use Ordinance
was enacted and has been revised and or amended in 1924, 1930, 1963,
1975, 1977, 1978, 1980, 1985, 1986, 1997, 1999. In April 1997 the Sewer
Use Ordinance was used to set uniform requirements for discharging, allowing
the City of Princeton to comply with their NPDES permit guidelines and
allowed the City to remain in compliance with Federal Regulations 40CFR Part
403. Federal Regulation 40 CFR 403 dose not allow the discharge of storm
water, ground water, rainwater, street drainage, yard drainage, or
unpolluted water to flow though the community sanitary sewer. The Ordinance
also sets the sewer connection fees and construction standards for services
that are connected to public sewer lines. Preliminary treatment is also
required for high flow users and establishments that discharge significant
amounts of organic solids, solids loading, and/or prohibited waste. The
Ordinance sets sewer rates by strength and characteristics of waste as well
as, the amount of water used by an establishment.
This compliance tool is intended
mainly for coating facilities that discharge wastewater to a city sewer
system (referred to as publicly owned treatment works, or POTW). These
coating facilities are termed indirect dischargers. If your facility

AN ORDINANCE OF THE COMMON COUNCIL
OF THE CITY OF PRINCETON, INDIANA
AMENDING CHAPTER 17, ARTICLE III
OF THE CODE OF ORDINANCES
OF THE CITY OF PRINCETON, INDIANA
WASTEWATER PRETREATMENT
APRIL 1997
GENERAL PROVISIONS
Purpose and Policy |
This ordinance sets forth uniform
requirements for users of the Publicly Owned Treatment Works for the
City of Princeton and enables the City to comply with all applicable
State and Federal laws, including the Clean Water Act (33 United States
Code § 1251 et seq.) and the General Pretreatment Regulations (40 Code
of Federal Regulations Part 403). The objectives of this ordinance are:
A.
To prevent the introduction of pollutants into the Publicly Owned
Treatment Works that will interfere with its operation;
B.
To prevent the introduction of pollutants into the Publicly Owned
Treatment Works that will pass through the Publicly Owned Treatment
Works, inadequately treated, into receiving waters, or otherwise be
incompatible with the Publicly Owned Treatment Works;
C.
To protect both Publicly Owned Treatment Works personnel who may be
affected by wastewater and sludge in the course of their employment and
the general public;
D.
To promote reuse and recycling of industrial wastewater and sludge from
the Publicly Owned Treatment Works;
E.
To provide for fees for the equitable distribution of the cost of
operation, maintenance, and improvement of the Publicly Owned Treatment
Works; and
F.
To enable the City to comply with its National Pollutant Discharge
Elimination System permit conditions, sludge use and disposal
requirements, and any other Federal or State laws to which the Publicly
Owned Treatment Works is subject.
This ordinance shall apply to all users of the Publicly Owned Treatment
Works. The ordinance authorizes the issuance of wastewater discharge
permits; provides for monitoring, compliance, and enforcement
activities; establishes administrative review procedures; requires user
reporting; and provides for the setting of fees for the equitable
distribution of costs resulting from the program established herein. |
